How to follow on the web: Click "follow" under any profile picture on Twitter.

How to follow via SMS/text message: Send a text with the words "follow username" in a message to Twitter to start following someone from your phone. For example: follow UDCFREEVOICE
How to follow via mobile web (http://www.mobile.twitter.com): If you have a mobile web browser: go to http://www.mobile.twitter.com to follow others then, navigate to a user's profile and click the 'follow' button, just as you would on the regular website.
