Capital Construction Process


Capital Planning and Construction is a unit of the Office of Real Estate and Facilities Management.  This department manages construction projects, including building new facilities and renovating existing facilities. These services are utilized for on-campus and off-campus facilities. Within these duties, the department is tasked with campus physical planning and design. The department also interfaces with local government agencies, and works with the university community to develop and fund capital construction projects in support of the Campus Master Plan.

Capital Planning and Construction oversees architects, engineering consultants, and construction contractors on large and small projects.  The department’s primary focus is to maintain a physical learning environment that is safe, warm, and dry, while keeping projects on time and on budget.  The team works with campus clients through every phase capital projects, from conception (programming and planning) and design; through permitting and estimates; and through bidding, construction, and final occupancy.  Capital Planning and Construction also maintains a comprehensive collection of building drawings, construction records, campus maps, and construction-related studies and reports.  In addition, Capital Planning and Construction is responsible for tracking and maintaining all campus space data such as floor plans, building square footage, space type, and space utilization.

The university continues to transform the campus environment while making UDC a leader in sustainability.  Since assuming managerial responsibilities for capital projects and receiving capital project procurement authority from the District government in FY2010, several significant construction projects have been completed at the Van Ness Campus as well as at the Community College sites at 801 North Capital Street, the Backus School in Northeast, and PR Harris School in Southeast.  Since 2010, over $150 million of work has been executed through capital projects.  Notable projects include renovations within the School of Business and Public Administration, the David A. Clark School of Law, the Plaza Deck and Parking Garage, and the Natatorium in Building #47.

The department’s flagship project is the New Student Center, which is located at the intersection of Van Ness Avenue and Connecticut Avenue.  The new building opened in January 2016 and is a model of sustainability that is designed to LEED Platinum certification standards.

Capital Planning and Construction continues to work with the Administration and the Academic Departments to develop projects in line with the strategic 2020 vision plan and to satisfy accreditation requirements.  Other projects include renovations to the Auditorium; multiple instructional, laboratory, and office spaces.
