Avis Marie Russell, Esq. has been an attorney for over 40 years holding positions in both the public and private sectors. Russell currently serves as General Counsel at the University of the District of Columbia. Her previous management roles include City Attorney and Executive Counsel to the Mayor of New Orleans, Louisiana; General Counsel, District of Columbia Water and Sewer Authority, Washington, DC; and Vice-President, Director of Contracts and Procurement at Parsons Corporation. Russell also served as Parsons’ first Chief Compliance Officer. She is an experienced litigator and transactional attorney and has handled matters in various areas, including construction, environment, personal injury and wrongful death, real estate, labor and employment, municipal law, compliance, procurement and public-private partnerships. She has also taught trial advocacy at Tulane and Emory law schools and the National Institute of Trial Advocacy (Gulf Coast Region). Russell is a graduate of Wellesley College and Tulane University School of Law.
